RVCP Discrete Communications Network (DCN)
Introduction
The RVCP Discrete Communications Network (DCN) is a Private Mobile Radio (PMR) network designed to facilitate better communications between RVCP bases, vessels, mobiles and individuals. The DCN utilises the VHF band but is completely independent of the VHF Marine Band. The DCN consists of three duplex repeater channels and two simplex channels.

The DCN is intended to replace the Patrol's use of VHF 16 and 73

When fully established, the DCN is intended to seamlessly cover the NSW coastline where RVCP bases exist. This is to be achieved by a series of talk-through repeaters located at strategic locations along the coast. These repeaters will be linked by means of either telephone line or UHF link. Until the links are established, each talk-through repeater in the DCN will be independent.

The DCN was established to allow freer, more reliable and more secure communication between RVCP assets and bases in the context of normal operations, emergencies and training. Use of repeater channels will allow better situational awareness for bases and vessels within each repeater's footprint. It was also established to remove traffic from the overly congested VHF Marine Band.

The DCN allows a Division to enhance its communications with its vessel's), other bases, mobiles (e.g. vehicles) and individuals. This will be achieved by Divisions purchasing additional mobile radios for installation in vessels and vehicles, as well as hand-held radios for issue to small vessels or individuals. GPS automatic position reporting for vessels and vehicles is possible using the DCN. A Patrol-wide roll-out of GPS reporting hardware and software is envisaged by 2010. The DCN can also support telephone interconnect facilities which will be assessed in time.
